Noel is a managing director/ chief operating officer of PMoS Pty Ltd, a graduate of Master of Infrastructure Management at the Australian National University, Canberra, Australian Capital Territory Australia, and also a graduate of Master of Engineering at the Ateneo de Cagayan - Xavier University. He is a Professional Electrical Engineer in Australia and the Philippines. Having worked at Senior levels in government and private sectors both in Australia and the Philippines, Noel is acutely aware of the challenges faced by construction industry leaders in the fast paced environment of rapid policy development and implementation, effective and evidence based program delivery and delivering more with less costs. Noel can build trusted and productive working relationships with a diverse range of stakeholders in the building and construction industry.

Areas of Expertise

  • Establishing local government city ordinances and, in building and government business enterprises enforcement and implementation of the National Building Code of the Philippines and National Building Code of Australia

  • Technical application and experience in building audit and energy efficiency measures for local environmental initiatives with international engagement

  • Project management (PMBoK and Prince2® user), research, and design skills of construction, building maintenance and repair industry

  • Risk analysis of building construction, mechanical, electrical, fire safety and process plant

Through his experience in creating and drafting the local government city ordinances in building and construction models for the city policy legislation, Noel gained an understanding of the risks and issues in establishing new implementing rules and regulations with the stakeholders. Noel has a detailed understanding of building and construction industry regulations, having performed the role of the Chief Building Official for the City Building Office during the high-profile period of delivery on construction boom after the global financial crisis. Noel also coordinated the City’s Climate Protection campaign program for International Council for Local Environmental Initiatives (ICLEI). He monitored and reported implementing measures on energy audit and energy efficiency; attended conferences, meetings, city exchanges and capacity-building workshops in the Cities of Kumamoto, Japan, Canberra Australia, Indonesia, Baguio City, Naga City, Puerto Princesa City and Cagayan de Oro City hosted and co-hosted by ICLEI. In Australia, Noel works as Project Management Officer at the Concept Engineering Services Pty Ltd., a leading provider of innovative engineering design, best practice installation and maintenance services to industrial and commercial clients. He also works as Project Manager Business Development Consultant at the White Technics Pty. Ltd., an engineering and instrumentation consultancy with a wealth of knowledge in engineering, safety maintenance, instrumentation, and legislation.
